Bill From/Ship To Rules

 I have two regimes in a Canadian setup so that I can produce cumulative taxes.  I need to set up rules where the Bill To and Ship To combine to make the tax rule.  I have tried several combinations without success.  Can you help me in this definition?

For example - the cumulative tax is only applicable if the Bill from and Ship To province are the same.  Otherwise, only the federal tax applies.

The first regime controls the federal tax.

The second regime controls the cumulative tax.

How do I set up the rules so that when the Bill From and Ship to are the same, one set of taxes applies. And when they are not the same, different sets of taxes apply.  There are several different combinations required.
