Can a user not assigned to an employee record in HRMS create a requisition

Hi
We have many users who are contingent workers or Group Subs i.e they are on contract and not the employees of the company

Can such users who have a link to their HRMS record as contingent workers/group subs  create a requisition

There is a document on metalink referring to this but I am not able to find it

I tried doing it but on clicking "Add to cart" it gave an error page with no details
