DFM - how does it work - disaster recovery - high availability

During a meeting several days ago we laid out the 'to-be' diagram for Agile after we upgrade from 9214 to 93.  We looked at the DFM server/file vault in the UK, and pondered it's existence.  We were informed us that our folks in Asia and California want their own DFM host/file vault.
Suddenly, DFM blossomed into a Big Deal.  Questions were flung about that I had no idea how to answer.  After looking at Agile PLM docs from Oracle I _still_ have no answer.  'Help us, Obi-Wan: you're our last hope ...'

The big questions we have are related to availability:
