Bad Debt Write-Offs not reflecting correctly in Vertex

We are utilizing adjustment functionality to write-off bad debt in EBS.  The current integration does not appear to work correctly since the revenue reversals are not being written to Vertex, and Vertex always recalculates the tax on the tax return.  Even though the tax adjustment is being written, the revenue adjustment is not being written to Vertex.

How do companies handle bad debt write-offs correctly using Oracle/Vertex in order to get the recoverable tax allowed when bad debt occurs?  Do you simply use Credit Memos instead of adjustments?
