Using the My Oracle Support Portal (MOSC)

MOS - please help me understand this (Dashboard: Site Alert region)

On the MOS Dashboard, I see a mandatory region called "Site Alerts".  It has a subtitle "Upcoming Outages that affect My Oracle Support"
If the purpose of the region is to indeed warn me of "Upcoming Outages", then I applaud the purpose.

Please help me understand how the entry " Migration of Classic MetaLink Users to My Oracle Support: Top Frequently Asked Question " is related to either 'Upcoming' or 'Outage'.

As it stands now, that information has been visible for quite a while and it's persistent display is encouraging me to ignore the contents of the region.  Actively training users to ignore alerts seems somehow counter-productive.
