Getting error message in sqlnet.log file: Fatal NI connect error 12538...

apparently the following message has been populating one of our sqlnet.log files  consistently for about a month now.  Following is the error message:

Fatal NI connect error 12538, connecting to:
 (DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=<host>)(Port=2484))(CONNECT_DATA=(SID=<sid>)(CID=(PROGRAM=D:\oracle\ora10g\perl\5.8.3\bin\MSWin32-x86-multi-thread\perl.exe)(HOST=<host>)(USER=SYSTEM))))

  VERSION INFORMATION:
