Expenditure Type and UOM does not allow rate required to be enabled

In R12.0.4, when entering a NEW expenditure type with the seeded UOM value of currency - it does not allow rate required to be selected.

I can create a new Unit of Measure, enter a new expenditure type and it does allow me to enable the rate required flag; but not if I chose the seeded value of currency.  Does anyone know why this is disabled?
