creating custom LOV in 11.5.10.2

Hi,

We are new to Web ADI and are having problems with creating custom LOV.  It seems that custom templates can only have poplists defined.  Is this true?  And if so, how do we get around the problem of the 256 row limitation?  Has anyone created lovs for custom templates?
