Reports 10g in network computer is not working

 Friends, Currently we have client/server application.
front-end = developer 6
back-end = oracle 9iR2

we are now migrating our client/server to web enabled application without any product for migration.
we are in the process of migrating with our developers.

Firstly, we have installed both developer 6 and developer suite 10g in windows xp sp2.
the developers are able to work with developer 6 and 9ir2 without any problem.
but when they run the same form in the developer suite its not working. (of course the codes are changed according to 10g forms)

my question is...
what are the softwares we have to install in our developers pc to convert forms 6 to forms 10g?
