ECO import use Oracle ECO open interface API error:The Revised Item # cannot be added to Change Orde

 I am using Oracle ECO open interface API ENG_ECO_PUB to import eco data from our 107 database to R12 environment, so ECO failed to import with following error

The Revised Item 154465-0001 cannot be added to Change Order ECO1029 because the subjects associated at the header type level of Change Order are different from Revised Item Subjects.

Does any one know what this error mean?
