Changing the "item catalog hierarchy"

Hi all,

Changing the "item catalog hierarchy" and choose another 'Parent Item Category' is not possible via setup workbench>item catalog categories > Basic Information ; [B] Update (Only in the same hierarchy-pool).

But it is possible via Inventory > Setup > Items> Catalog Groups and there seems to be no boundaries in changing the 'Parent Item Categories'.

Question: why is the change-option not available in the PIM-screens? We use the same rules and attribute groups over all the item Catalog Categories.
