Alerts In Grid Control

Hi all,
I don't understand why I don't receive some alerts in Grid Control.
For exemple, when CPU is over 90% I have a mail, but when a user is locking a table, I see the alert in the Overview Page of the database but I have not receive anything...

What is the difference, and someone could explain me ?
