OE_ORDER_PUB.process_order

 Hi,
I'm using the OE_ORDER_PUB.process_order api to cancel order line,
i get the error message : "ORA-01403: no data found in Package OE_Order_Cache Procedure get_tax_calculation_flag", event if i follow the oracle  recommandation of doc id  :746787.1 

Please can some one help me to understand the issue.
