Problem loading Contacts using the Customer Interface

 Greetings,
I am having a issue when loading customers using the Customer Interface program. I am using version 11.5.10.2 of Oracle.

My problem is the Contacts. The Interface program appears to process the contacts successfully. There are no errors generated and the contact records are removed from the RA_CONTACT_PHONES_INT_ALL table but no contacts are created on the customer.  If I view the report, it shows that records were inserted but no contacts or phones show as being inserted.

Hopefully someone else has seen this before and may be aware of a Patch or something to fix the problem.  I have loaded customers and contacts before using the Interface and this is the first time I have seen this situation.  Any help or advice would be appreciated.
