When SIGNON% profile options are set, unable to change password

 Hi,

                     When the following profile options are set, the users are unable to change their passwords.

                        Signon Password Failure Limit = 3

                         Signon Password Hard to Guess = Yes

                         Signon Password Length = 8

                         Signon Password No Reuse = 180

     The change password screen just keeps looping that there is an incorrect password.

Can anyone please suggest to us on this problem.
