How to correct PO receipt after PO shipment is cancelled?

Hi. We have situation that PO receipt is created on 13.08.2009 (item is delivered to inventory), but PO shipment according to which item is delivered to inventory is canceled on 15.09.2009.

Does anyone know, why is possible to cancel PO shipment after item is delivered to Inventory?

Now there is a requirement to correct the PO receipt, but since PO shipment is canceled, it is not possible to correct receiving transactions.
How to correct the receiving transaction after PO shipment is cancelled?
