Weird RMAN catalog issue - is this a bug?

   Hello, I am not sure if I am dealing wtih a bug or not. I am on 10.2.0.4 version, RMAN with catalog + Data Guard. I take full database backup every day on primary + archivelogs). I also take full database backup on standby every day. I delete archivelogs via OS and then delete expired archivelog all

[When I run this script while connected to the RMAN catalog, the files get deleted from the disk, but FRA does not get freed up:
