Oracle R12.06 backorder total quantity even if partial quantity is available

 Hi Please Assist

On R12 Oracle when I create a sales order and run pick release the system is backordering the total quantity requested even if partial quantity is available.For this specific item lot divisible is checked and enforce ship sets and ship models are not checked.

I am not sure if i missed something. Please advice
