Unable to create user defined policy in EM Grid Control 10.2.0.5

 Hi,
 I'm running Enterprise Manager Grid Control 10.2.0.5 and tried to create a user defined policy (Compliance -> Policies -> Library). But there is no "Create"-Button although the Configuration Management Pack is activated.

Do you have any advise, how to activate this button?
