agent setup when using a floating(virtual) ip in a windows environment

 I have successfully installed and started the agents on two physical nodes and they are rporting to the OMS, the issue i'm having is getting the generic service to start that i created using the windows cluster manager.  the service fails to start and will then go into a loop of trying to fail from one node to the other and nothing starts successfully.  am looking for any ideas for what i may have missed?  i am using oracle document 464191.1 and have been successful up to section e where the service fails to start successfully.  also wondering if anybody has successfully been able to ge this working in a windows environment?
