Restriction on receiving specific items

 Hi

Please advice, Is there a way of restrict receiving, for specific items using a mobile device (msca) Ex, 200  items, 50 of these items can only be received by a specific qualified user. System should not allow any other users then the designated users to receive these items.  

Please note 1 Inventory Org. All Items are linked to a category. Users have different responsibilities for receiving. The restricted items will be linked to a unique subinventory. All items will be received at transito in.
