FSG - Report Manager - Content Set w/ Multiple Segments

 My FSG has a content set to sort by Balancing Segment, then Cost Center.  When  submit the report using the Report Manager, I only see one Expansion Value.  It does not let me pick one balancing segment, then cost center in multiple iterations.

Any recommendations?
