Getting Expenditure Org Is Not Active Message when Entering Time on a seeded Project Timecard

I checked the metalink site and verified that the Org has the proper Proj. Classifications and that they are active.  I disabled the Org Override on the Project but just in case, I selected an employee (me) with the same Org as the Project. I can select My Project, Task and Type with no problem but when I go to save the Timecard, I get the error message that the Expenditure Org is not active.  Any thoughts on what the problem could be?
Just to verify it wasn't just on the timecard, I went to Expenditure Batch Entry and started entering a record there and as soon as I clicked on the 2nd half of the screen for Expenditure Info, it immediately gave me the same message that the Org is not active.
