How to restrict users from creating more than 1 Party - 1 Account

The requirement is to make it impossible for the operational user to create an account under a party that already has an account.
Oracle should not allow this and should generate an error message.

The version of Oracle is 11.5.9. Can some one provide a solution or a workaround?
