Upgrade tools from 8.96 to 8.98

 I am upgrading E1 tools from 8.96.2 to 8.98.2 on Windows 2003 / MSSQL 2005 platform.  After installing OAS 10.1.3.1, I tried to install patch set p7272722.  The installation process hung at 63%.  Did anyone run into this issue?
