2010 EU VAT REPORTING - Tax Reporting Codes

As per Doc ID 974979.1 - I want to create an "Intra EU Transaction Type" Tax Reporting Code.  I cannot however see the Tax "Reporting Type Purpose" pull-down menu which I need to populate with "Tax Reporting Type"?  Why is this field not visible, and is it in fact necessary to populate?

(I see that Patch R12.1:9031051:R12:ZX:B will allow the user to create a "Reporting Type Purpose" = "Legal Justification Message Type". Does this patch also solve my problem of not being able to see the Reporting Type Purpose field?)
