A receiving transaction generates a Receive but not a Deliver

I transacted two Purchase Order receipts today for an item, in one case under View Receiving Transactions I can see that it shows Receive and Deliver, in the second case it doesn't, it only shows Receive.

This is causing other transactions associated with the instance where Deliver is missing, to fail. How can I cause a Deliver transaction to occur in such case/
