restrict certain user from receiving specific items

We are implementing a wms module at a government pharmaceutical warehouse.

One of the requirements from the client is that the schedule 6 & 7 items be received only by a pharmacist in the instance of a delivery by a supplier.

What we want to achieve is to restrict access to receiving clerks by disallowing them to receive PO with Schedule 6 & 7 items.
