Modifier as qualifier

Hello
I need help in identifying a solution for my scenario: I have defined modifiers A and B which have different formulas attached to it and they are defined at 'List Line Adjustments' phase.  I have another modifier C attached to 'All Line Adjustments' phase. This has a formula to sum up modifier A and modifier B. Since modifiers with dynamic formula cannot be used directly in another formula, I'm sourcing the results of A and B to 2 pricing attributes through attribute mapping. Then in the formula for C, I'm using these pricing attributes to find the sum.

Now, my ultimate goal is for only the summary modifier C to apply in my quote line price adjustments. So I qualify modifiers A and B by using another set of qualifier attributes - if the detail modifiers A and B are not applied to the quote, then apply A and B. Similarly, I qualify modifier C to apply only if A and B are applied. Basically this scenario is explained in
