Does anyone know if Measurement Error works with Adjustment rules when it falls outisde of the Measu

We are using measurement error + or - 3%  for some of our inventory intems.  For other items we use 5% or 50 dollars. We understood Measurement error stood on its own and would not pick up any other adjustment rules period. We have items that fall outside the Measurement threshold and they seem to follow the other adjustment rules for other parts.  The Oracle documentation says this is not possible. Has anyone seen this or can give us more information?
