Can possible to set reason code Mandatory for Particular Org?

Hi

In R12 I want to set reason code Mandatory for Move order & Inter org Transfer transaction for particular org level. is it possible?.

Particular org. means , any user dealing any transaction for this particular org. He must put reason code while raising Move order or Inter org.
