PSU Conflict with One-off

We were applying 10.2.0.4.3 (9119284) when we encountered a conflict with one-off patch 7707613 (applied previously for anotherissue that we had encountered in past). It seems that it is not a 'common conflict' and hence Oracle has not released a overlay patch for the same. Will we have to raise a SR to Oracle to request for an overlay patch?
