How to Publish PO Business event to external world as Web Services in R12.1.1 ?

 Hi,

We have a requirement to send PO information upon approval or reapproval to legacy system on real time basis through middleware(webmethods). WSDL are not available thru SOA Gateway for Outbound interfaces per Oracle. PO Business events are available. Need to know how these business events can be published as webservices so that webmethod can pull thsoe XML and communicate to Legacy systems.
