iExpense and AP Cards for Emp in Diff Business Group

Is it possible to setup an employee from a different Business Group with an AP travel card in another business group? 

We are currently loading AP credit cards but certain card records failed as the associated employees were setup in a different business group.  We do not want to setup the employee twice in our HR system.
