Advance Pricing - Modifier / Limit Scenario

Hello,

Can anyone offer a suggestion for the following scenario:

Customers meeting qualifications receive 2 hours free labor.  Labor can be either straight time or overtime(different billing UOM).  Item code for both UOM is the same and the max is 2 hours free labor, regardless of UOM.  Sales order may contain multiple labor billing lines and a mix of straight time and overtime lines.

I have not been successful with list or line limits, due to the pricing difference between straight time and overtime rates.  the price is different at each UOM so the total dollars does not allow for multiple UOM scenarios.
