import CA fails with 'some trusted certificates could not be imported'

 I am hoping someone can point me in the right direction.  I am trying to import a CA to can access to another site that has an SSL.  they provided the *.cer file and it fails with the subject message.  I looked on the knowledge base and they all point to a bug IF the following fails:

 mkwallet -q ./PCA3-G2.cer

which for me it does not.  All test work just fine.  Can anyone help?
