UK Local Authority Accounting checkbox in Book Controls

 Does anyone know what causes the UK Local Authority Accounting field/check-box to appear in book controls? I am currently using an OOD 12.0.6 environment in the US using the standard Fixed Assets Manager responsibility. I have been unable to find any information on Metalink/Support that discusses a patch or UK localization that would cause this.
