Oracle Critical Patches Jan 2010

  Is this correct that Oracle has now come up with the following process to support the quarterly patches? And that a lifetime support policy with Oracle is required on the previous products. Previously, I was able to get the critical patch for the below products and now when  I tried to download the critical patches (Jan 2010) I was unsuccessful. The message I get is that an extended support is required for the download. The button for download was greyed out.  It seems that the products  below will require extended support or lifetime support policy. Can anyone confirm? Many thanks for your input.
