How to make Approver mandatory for Review phase in a workflow?

Version: Agile 9.3

I've developed a new workflow and there are two review phases, I need at least one approver to be populated by the user and cannot skip to the next workflow status. How can I make this madatory to enter the approver otherwise throw an error message? The approver is not the same all the time. Please advice.
