Cannot access Web ADI Integrator EGO Item Category Assignment Integrator

I cannot access Web ADI Integrator EGO Item Category Assignment Integrator because get error message You do not have permission to access this functionality.

I am familiar with this error  message and have added EGO Item Category Assignment  List and EGO Item Category Assignment to the Oracle Web ADI menu, but I still get the error message.  I have also assigned both of these to my inventory menu responsibility.  How do I access this Web ADI integrator?  i am trying to find a way to load item categories from a spreadsheet.
