shrinking command

 In using the shrinking command, do I have to enable row movement?
What about when shrinking just and index?


What if I execute the shrink command without enabling row movement?  When OEM suggests to shrink an object and I choose to look at the sql it will execute it does not issue the row movement command yet I see in other documentation the trivial "Don't forget to enable row movement first"?  Who is right?
