can't start isqlplus

I am using the oracle 10g grid console 10.2.0.4 and I am trying to get isqlplus working, but no luck so far. 

I changed the oms oracle_home\sysman\config\emoms.properties file to have the following:

oracle.sysman.db.isqlplusUrl=http\://servername\:5560/isqlplus/dynamic

and

oracle.sysman.db.isqlplusWebDBAUrl=http\://servername\:5560/isqlplus/dba/dynamic and I try and go to cmd prompt to start isqlplus but I can't find an exe file to start.  I don't see an isqlplus oracle service running either. so what am I missing? Thank you Tim
