PRs stuck as In Process or Pre-approved (11.5.10)

 We are testing version 11.5.10 and finding some requisitions stuck as In Process or Pre-Approved during approval process.  We also experience this issue during reservation of funds when funds are not available or inadequate.  Is there a way to REJECT these documents?  OR move them forward?  Version 11.5.8 has the capability to EXPEDITE issues like this but somehow with this version we can't figure it out.  Can someone help?  Thanks in advance.
