EMDCTL Problem EMDROOT not set

 After an upgrade from 10.2.0.3 to .04, emdctl reported that emdroot is not set.   I followed the instructions to set the EMDROOT, but emdctl commands still show the same error.  I have dropped the repository several times, and created a new one with dbca.  However, I am not able to start or stop the dbconsole.  When I look in the cfgtoollogs/emca I find that it is trying to use a non-existent home.  CONFIG: Setting oracle.installer.oui_loc to /app/oracle/product/10.2.0.3/oui

Any idea of where it is getting this really old home from..??  Better yet, how to fix it..??
