I cannot access ASM for my RAC system on Grid Control

When I click on any of the links to connect to ASM instances, I get the logon screen.

Using the correct SYS password I get error message:-

"Io exception: The Network Adapter could not establish the connection" 

I've tried Oracle Support but they could not figure it out. My guest would be a combination of ASM orapw file and a static listener address for the ASM instance. Though so far, neither of these has produced results.

Any ideas?
