Self Service Benefits Enrollment and Attachments for Dependents

 We use Oracle Standard Benefits and are currently working on a project to enable self-service enrollment.

When employees enroll in coverage, they are occassionally asked for documentation.  We had hoped to have this documentation added as an attachment in ORacle.

When the documentation is for a dependent (ie. contact) does the attachment get linked to the employee record or the contact record?

We need to be able to purge the attachments on a set schedule and it differs for employees and their dependents.  We need to be able to distinguish whom the attachment belongs to to do so.
