Discoverer DIS file content - Can it be viewed external to the App

 Can a DIS file be opened outside of the oracle discoverer application?  We are trying to create a catalogue of business requirements, data elements, and conditions used globally.  We would like to extract the details of the DIS statements.  Can this be done?
