how to change database character set from WE8PC850 to AL32UTF/AR8MSWIN1256/AR8ISO8859P6?

Friends,
9iR2 db is installed in RHEL AS 3.
the character set is WE8PC850
we are using this database for the past 7 years.
we are inserting both arabic and english in this database.
we are connecting this database from the windows xp and windows 2000 pc thru developer 6.
we have ENGLISH_UNITED KINGDOM.WE8ISO8859P1 in the regedit NLS_LANG
and in the regionaloptions tab - english
advanced tab - arabic(saudi arabia)

so, in the client side there is no problem for displaying arabic characters.
but when we query the arabic characters table in the RHEL AS 3 server using sqlplus then all the arabic characters are showing as junk.
