PN:Enter Lease & Document

 In PN -> Enter Lease & Document why we need primary location on the header of the form , when we can mark the primary location in the location tab ,

if we are selecting primary location on the header of the form as (a value ) and in location tab we are marking (b value ) as primary location

system is not reacting any thing , then why we need to location on the header
