HR Shared and CSZ Validation

in Human Capital Management - EBS (MOSC) Question
 How is the zip code information updated in Oracle?  We have HR in shared mode.  Is the Geocode update the only way to update the CSZ information in Oracle?  That is what I have been able to find so far.  According to what I have read about Geocode, you need a vertex license even though you do not use vertex.  Is there a cost associated with the license?

Still researching but thought I would tap into the Oracle community resource also.
